  Fields of Experience

Mr. Bell has a very strong background in refining technologies, and refinery operations and management. He has 35 years of refining experience, covering activities ranging from research and development to refinery operations and maintenance work. He has worked as, and supervised engineers in, process and mechanical design work, shutdown maintenance and inspection, major projects and operations, leading to the position of General Manager of Refining for a prototype heavy crude refinery. During his tenure as General Manager, the refinery achieved record levels of profitability, safety and environmental compliance. Mr. Bell has an especially strong background in heavy crude refining, refinery economics, and in strategic planning. During his career, Mr. Bell has played key roles in designing, starting up and operating three major refinery expansions, as well as numerous smaller projects.  Mr. Bell has a solid track record in developing the technical capabilities of refineries and the skills of employees to their ultimate levels. In his position with ConocoPhillips, Mr. Bell directed the refinery’s clean fuels program, and helped develop and bring to the market several new refining technologies.

 

In addition to collaboration with Trimeric Corporation, Mr. Bell is also spearheading a petroleum coke boiler & power project with advanced emissions controls and allowances for CO2 capture and sequestration in the LA Basin.  His responsibilities include directing a team of technology and equipment suppliers in the design of a system to burn petroleum coke while meeting the most stringent air quality standards in the world.
